Article 4 The term "investment subsidy" as mentioned in these Measures refers to the investment fund subsidy granted by the National Development and Reform Commission for eligible enterprise investment projects (including institutional investment projects, the same below) and local government investment projects. For national high-tech projects organized across regions and departments, the project authorities may be determined by relevant regions or departments, or the project authorities shall be designated by the organization department.
The project management department shall perform the following main duties:

Article 7 The term "project unit" as used in these Measures refers to an enterprise or business legal person who has registered and registered in accordance with the laws of China and applied for state subsidy funds for high-tech projects. The project unit shall perform the following main duties:
