Strengthening energy conservation is an important measure to fully implement the scientific development concept, transform economic growth mode, and build a conservation-oriented society. According to the overall requirements for energy conservation determined by the “Eleventh Five-Year Plan” of Shaanxi Province, and in accordance with relevant laws, regulations and policies, the following opinions are proposed to further strengthen energy conservation in Shaanxi Province:

First, fully understand the importance and urgency of energy conservation work

1. Energy conservation is an important guarantee for sustained and healthy economic development. During the "10th Five-Year Plan" period, our province's energy consumption grew rapidly. The energy consumption elasticity coefficient continued to be greater than 1, and the energy consumption per unit of GDP increased, reflecting that the province's economic growth is still relatively extensive. The rapid growth of energy consumption has created tremendous pressure on the resource environment, which is not conducive to the sustainable development of the national economy. To this end, we must accelerate the adjustment of industrial structure and technological progress in energy development, effectively improve energy efficiency, reduce energy consumption per unit of output value, conserve resources, and promote sustainable and coordinated development of economy, resources and environment.

2. Saving energy is an important way to prevent pollution and protect the environment. There are many traditional resource-based enterprises in our province. High-input, high-consumption, high-emission and low-efficiency growth models have caused serious waste of resources and environmental pollution. The environmental quality of some regions and cities has dropped significantly. Individual cities have air and water bodies. The increase in pollution has had a great impact on production and life, and it has also consumed more resources. Strengthening energy conservation and reducing the pressure on the environment from excessive energy consumption growth have become key issues to be solved urgently. Strengthening energy conservation and reducing energy consumption are important ways to solve environmental pollution.

3. Saving energy is an important measure to reduce the production cost of enterprises and improve the economic benefits of enterprises. At present, there is still a gap between the unit consumption of key energy-consuming industries in our province and the national average. The energy consumption of major industries such as electricity, cement and steel is generally higher than the national average. The operating efficiency of major energy-consuming equipment such as boilers, fans and pumps is low. Due to the high energy consumption per unit of product, the production cost of the enterprise is increased, and the market competition and economic benefits are poor. Strengthening energy conservation, reducing energy consumption and reducing production costs are also the inherent requirements and the only way to improve the economic benefits of enterprises.

Second, energy-saving guidelines and objectives

4. Guidelines. Guided by the scientific concept of development, the energy conservation work will be combined with economic and industrial restructuring, environmental protection, technological advancement and scientific life consumption methods, and comprehensive use of economic, technical, legal, administrative and propaganda and education methods to increase energy conservation law enforcement. Efforts will be made to form an energy-saving society in which the government, enterprises and society jointly promote, save energy from energy production to use, and improve energy efficiency in an all-round way.

5. Target tasks. The overall goal of the province's energy conservation work is: the energy consumption per unit of GDP at the end of the “Eleventh Five-Year Plan” period is reduced from 1.48 tons of standard coal (GDP at 2005 price) to 1.18 tons of standard coal, with an average annual energy saving rate of 4.4%. The target of decomposition is: 25% reduction in energy consumption per 10,000 yuan of industrial value; 15% reduction in energy consumption per 10,000 yuan in transportation, tourism and trade; 15% reduction in energy consumption per unit area; At the end of the period, the reduction was about 25%, and the demonstration areas of Baoji, Xianyang, Tongchuan, Weinan, Yan'an, Yulin, Shangluo, Hanzhong, Ankang and Yangling were reduced by 20%.

6. Job responsibilities. Under the leadership of the provincial government, the Provincial Development and Reform Commission is responsible for the province's energy conservation work and the energy conservation and consumption reduction work of 200 key energy-using enterprises in the province; the Provincial Work Exchange Office is responsible for the energy-saving work of the provincial industrial enterprises; Energy-saving work; Provincial Department of Transportation is responsible for traffic energy-saving work; Provincial Department of Commerce is responsible for energy-saving work of business systems; Provincial Tourism Bureau is responsible for energy-saving work in the tourism industry; Provincial Department of Education, Provincial Health Department is responsible for energy-saving work in education and health systems; Provincial Department of Agriculture, Province The Water Resources Department is responsible for rural energy conservation work; the Provincial Government Office Affairs Administration is responsible for energy conservation work at provincial level institutions; the provincial science and technology, finance, statistics, environmental protection, industry and commerce, and technical supervision departments work together to do relevant work according to their responsibilities.

Third, strengthen energy conservation in key areas

7. Do a good job in energy saving in industrial enterprises. Industrial enterprises are the mainstay of energy saving and consumption reduction in the province, and they are also the areas with the greatest potential for energy conservation. All cities and departments should focus on energy conservation work in key energy-consuming industries such as power, petroleum and petrochemical, chemical, building materials, steel, coal, and nonferrous metals, and 200 key energy-using enterprises, clarify energy-saving targets, strengthen management, and improve supervision.

8. Strengthen energy conservation in the energy development process. The Provincial Department of Land and Resources and other departments should strengthen the management of recovery rate and recovery rate. Strengthen supervision and inspection from management, equipment, and crafts, take administrative and economic measures, and forcefully eliminate backward processes and equipment, and increase the compensation for resources that are not taken effective measures to increase the recovery rate, and improve the utilization rate of energy resources.

We will popularize new technologies and materials for building energy conservation, accelerate the energy-saving renovation of existing buildings such as Shangteng Hotel, and implement an annual energy-saving renovation project of 300,000 square meters. Renewable energy sources such as solar and geothermal energy are encouraged wherever possible.



10. Strengthen traffic energy conservation. Strengthen the construction of key highway projects and energy management and energy conservation monitoring of large transportation enterprises. Accelerate the adjustment of operating vehicle structure, increase the intensity of eliminating high-energy-consuming vehicles, and encourage the use of low-energy, low-pollution, small-displacement, and new-powered vehicles. Vigorously promote natural gas vehicles and energy-saving agricultural machinery. Actively promote the pilot work of methanol gasoline vehicles. Accelerate the construction of traffic information systems, improve the organization and management level of vehicle operations, and reduce vehicle vacancy rates.

11. Strengthen public and civilian energy conservation. Promote energy efficient products in the development of utilities, services, residential, public spaces and commercial buildings. Strict implementation of public buildings in summer, the air conditioning temperature is set at not less than 26 degrees Celsius, and the winter air conditioning temperature is set no higher than 20 degrees Celsius. In the province, the indoor air conditioning temperature setting during the summer peak season is raised by 1-2 degrees Celsius.

12. Encourage the development and utilization of renewable energy. Encourage all types of enterprises and units to actively develop and utilize renewable energy such as solar energy, wind energy and biomass energy in accordance with relevant laws and policies of the State and our province, and accelerate the use of biogas in households and biogas projects in large and medium-sized livestock and poultry farms in rural areas. Increase the utilization of biomass energy such as straw and promote the coal-saving stove.

Fourth, accelerate industrial restructuring and energy-saving technological progress

13. Vigorously develop industries with high technological content, high added value and low energy consumption. According to the requirements of optimizing the industrial structure of the province, we will give priority to the development of advanced manufacturing and modern service industries, promote industrial upgrading, and reduce the proportion of high-energy industries. Vigorously implement independent innovation and promote technological progress. While maintaining the sustained and rapid development of the industry, we will effectively reduce the level of energy consumption and improve the quality and efficiency of economic growth.

14. Accelerate the elimination of outdated processes, technologies and equipment. Focus on eliminating backward production capacity, process equipment and products in industries with high energy consumption and high pollution, such as steel, non-ferrous metals, chemicals, building materials and electric power. All districts and cities shall, in accordance with the requirements of the published National Industrial Structure Adjustment Guidance Catalogue, formulate clear plans, shutdowns, and plans, and implement them in steps and in batches. At the same time, it is necessary to make full use of the country's existing production licenses and other effective measures to force the elimination of high-cost enterprises and backward equipment.

15. Strengthen energy-saving technology research. The scientific and technological departments at all levels in the province should independently research and develop, introduce, digest and innovate energy-saving technologies, energy-saving new products, renewable energy and new energy, and focus on the government's scientific and technological research and actively promote high-tech industrialization. Increase scientific and technological research in the fields of new lighting, energy-saving air conditioners, waste heat recovery and utilization, and building insulation. Encourage and support the research and development and industrialization of renewable energy and key technologies for new energy such as wind and solar energy.

16. Increase efforts in energy-saving technology transformation. Each district and city shall organize the formulation of energy-saving technological transformation plans, organize the implementation of coal-fired industrial boilers (kiln) transformation, regional cogeneration, waste heat and pressure utilization, conservation and replacement of petroleum, motor system energy conservation, energy system optimization, building energy conservation, Ten key energy-saving projects for green lighting, government agency energy conservation, and energy conservation monitoring and technical service system construction. 17. Increase government support for energy conservation. It is necessary to increase public finance support for energy conservation, arrange special funds for energy conservation, and maintain a certain proportion of growth, mainly for energy-saving technology promotion, demonstration pilots, publicity and training, information services and awards, etc., to form stable funds to support energy conservation. channel. The department of special fund use shall, in accordance with relevant regulations, strengthen management, improve the system, and accept supervision and inspection by the financial and auditing departments.

18. Establish a multi-channel energy investment and financing system. It is necessary to give play to the guiding role of government funds and guide financial institutions to increase investment in energy conservation projects. Encourage enterprises to directly finance the market and obtain loans from international financial organizations and foreign governments, increase the technological transformation of enterprises' energy conservation and consumption reduction, and establish a multi-level, multi-channel and diversified social investment and financing system.

Fifth, strengthen energy management

19. Establish a responsibility assessment system for energy conservation goals. The Provincial Development and Reform Commission shall decompose the target of GDP energy reduction determined by the 11th Five-Year Plan to each district, city and related industries. Each district and city will decompose the target of reducing GDP energy consumption to counties (cities, districts) and enterprises, strictly manage responsibility and implement it. Relevant departments at the provincial level should regard various energy consumption indicators as an important part of macroeconomic situation analysis and monitoring.

21. Fully implement the energy conservation audit system for fixed asset investment projects. The feasibility study report of fixed assets investment projects with total energy consumption of more than 3,000 tons of standard coal in the year should include the rational use of energy, and be evaluated by the energy conservation qualification consulting organization. The development and reform departments at or above the county level review the rational use of energy. Construction projects that have not been reviewed or reviewed may not be approved for construction; after the completion of the project, if they fail to meet the requirements of national and provincial rational energy use standards and energy-saving design regulations, they shall not be put into use.

22. Establish and improve the energy conservation supervision and management system. The province will establish an energy-saving administrative supervision agency, enrich personnel and equipment, be responsible for the daily supervision of energy-saving work in the province, and carry out energy-saving law enforcement and monitoring (monitoring) according to law. All districts and cities should set up energy conservation monitoring centers, strengthen capacity building, and carry out energy conservation monitoring (monitoring).

23. Grasp the management of key energy-using enterprises. It is the responsibility of all districts, cities and industry authorities to focus on the energy conservation work of 200 enterprises with energy consumption above 10,000 tons of standard coal. Establish energy monitoring systems and indicator assessment systems and energy consumption notification systems for key energy-consuming enterprises to promote energy conservation and consumption reduction for key energy-consuming enterprises.

24. Strengthen energy statistics. The statistical departments at all levels in the province must earnestly strengthen energy statistics, improve the statistical system, and timely and accurately reflect the realization of energy consumption levels and energy conservation goals. It is necessary to strengthen the construction of statistical teams to ensure that the data is authentic and reliable, and to prevent fraud. It is necessary to establish a comprehensive energy consumption statistical reporting system for key industry units, regularly publish the comprehensive energy consumption level of industrial unit products, and guide enterprises to save energy and reduce consumption.

25. Implement energy efficiency labeling systems for energy-using products. For energy-using products such as air conditioners, refrigerators, fans, pumps, etc., which have high energy-saving potential and wide use, energy-efficiency labeling systems shall be implemented, and unmarked products shall not enter the market. The relevant national energy efficiency standards for products shall be strictly enforced; for products that have not yet established energy efficiency standards, the provincial quality and technical supervision departments shall formulate local energy efficiency standards.

26. Strengthen energy measurement. The provincial quality and technical supervision department shall, in accordance with the national “Opinions on Strengthening Energy Measurement Work” and the National Standards for the Provision and Management of Energy Metering Apparatus for Energy-using Units and the Energy Metering Equipment Provision and Management Requirements of Relevant Key Industries, Check the situation, guide the company to properly equip the equipment, and urge the enterprise to periodically check and calibrate the energy measuring instruments. 27. Reform the resource tax system. Tracking the study of national resource taxes based on resource reserves. 28. Streamline the energy price mechanism. Actively promote the reform of the energy pricing mechanism, and gradually establish a price formation, linkage, and transmission mechanism that reflects the supply and demand of energy and the degree of scarcity, and promotes energy conservation. The old scheduling mode of changing the average allocation and utilization hours of various generator sets in the province will be given, and renewable energy, comprehensive utilization of unit power generation and power access will be prioritized; secondly, low coal consumption, low emissions, water-saving units and hydropower generation will be encouraged, with emphasis on optimization. Dispatching; units that have reached the deadline or violated relevant state regulations shall not dispatch power generation.

29. Encourage the use of energy-saving and environmentally-friendly small-displacement vehicles. Grasp the development of encouraging small displacement

The policy measures of the automobile, some discriminatory policy provisions for energy-saving and environment-friendly small-displacement vehicles in terms of driving routes, driving time, taxi operation, sales outlets, etc., should be cancelled. 30. Establish an energy saving incentive mechanism. The governments at all levels in the province give commendations and awards to units and individuals that have made remarkable achievements in energy conservation work or energy conservation technology research and development. Enterprises should also establish an energy-saving reward system, and reward the advanced collectives and individuals for internal energy-saving work. The reward funds are extracted according to the annual energy-saving value of the enterprise by 5%-15%, and are included in the production cost.

7. Mobilize the whole society to save energy together.

34. Strengthen energy conservation promotion. Each district, city, and department should actively organize activities to create conservation-oriented institutions, enterprises, communities, and schools. Use community and other platforms to popularize energy-saving knowledge and measures, and guide residents to develop scientific energy use methods, use high-efficiency energy-saving products, and strive to form a good atmosphere for energy conservation in the whole society.
