On June 4, 2015, the EU Communiqué issued the RoHS Directive (EU) 2015/863, officially adding four substances—DEHP, BBP, DBP, and DIBP—to the list of restricted materials in Appendix II. This increased the total number of restricted substances from six to ten. The directive aims to ensure that electronic products are safer for both users and the environment by limiting harmful chemicals.

After the release of this revised directive, EU member states were required to incorporate it into national laws by December 31, 2016. From July 22, 2019, all electrical and electronic products exported to Europe (excluding medical and monitoring equipment) must comply with these restrictions. By July 22, 2021, medical and monitoring equipment will also be subject to the same rules. Additionally, toy products covered under Article 51 of REACH Annex XVII are exempt from DEHP, BBP, and DBP controls under this directive.
