China Electric Power Development

Electricity is an important basic industry and public utility in modern society. However, power supply security issues such as insufficient supply capacity, unsustainable operation, and insufficient safety and stability have always been a worldwide problem.

The new "doubling" goal demonstrates the tremendous space for the future development of China's electricity. However, we should also soberly realize that there are still some deep-seated problems in the development of China's electric power. Only by further deepening reforms and effectively adjusting the mode of power development can we better solve the worldwide problem of power supply protection, and it is even better. To serve the overall situation of national economic and social development. In accordance with the overall layout of the “five in one” proposed by the 18th CPC National Congress and the spirit of building a well-to-do society in an all-round way, we need to clarify the direction of the transformation of China’s power development mode:

The first is coordinated development. The party's 18th National Congress pointed out that the new goal of "double-doubling" must be based on the apparent enhancement of the balance, coordination, and sustainability of development. The power industry is large in scale, huge in investment, and highly systematic and integrated. In the process of high-speed development of China's electric power, there are still a number of problems that do not adapt to the development of the productive forces. For example, the construction planning and industrial policies are not systematic, the market transaction pattern is unbalanced, and the company's continuing operations are difficult. Must continue to deepen the reform of the power system to further improve the coordination of the development of the power industry.

The second is responsibility development. The party’s 18th Congress called for the promotion of common prosperity in both urban and rural areas, increased support for the old and the poor, and improved the people’s livelihood to expand domestic demand and maintain harmony and stability. Electricity is an important area for the realization of new rural construction, urban-rural integration development, and equalization of basic public services. At present, China still has about 3.8 million people without electricity. The investment, management, quality, and service of rural power grids generally lag behind those of the cities. In particular, local power security still lacks a sustainable mechanism of reciprocity. Therefore, we must fully mobilize the enthusiasm of the central government, local governments, enterprises, and governments to achieve the development of power responsibility.

The third is green development. The 18th CPC National Congress incorporated "ecological civilization construction" into the overall layout of the "five in one" and clearly proposed to promote the revolution in energy production and consumption. More than 55% of China's coal is used for power generation every year, and electricity consumption in the primary energy ratio exceeds 40%. The impact on the ecological environment cannot be ignored. The international political pressure for low carbon and carbon reduction is also increasing. However, the overall energy efficiency of China's power system is still not high, and energy-saving and emission-reduction are mainly dependent on administrative measures. The goal of optimizing resource allocation through the market has not yet been achieved. In particular, the social potential with huge demand is far from being effectively mobilized. Clean, efficient and green development is a long way to go.

The fourth is smart development. The 18th CPC National Congress proposed to adhere to the path of new-type industrialization, informationization, urbanization, and agricultural modernization with Chinese characteristics, enhance the driving force for innovation, build a new modern industrial system, and cultivate new advantages in economic development. With the beginning of the third industrial revolution, the power system is the core link of “intensified integration of informatization and industrialization.” The smart energy network technology and related industries are expected to develop from the immediate international competition hotspots to the biggest economic growth point in the future. In this area, China and the developed countries are on the same starting line, and there are no lack of certain competitive advantages in certain aspects. However, we are also faced with problems such as segregation of the industrial market, impulsive investment performance, and lack of regulatory capacity. Technological innovation and intelligent development have become a historical responsibility of China's power industry.
