Smart city sets a new demonstration in the country, artificial intelligence protects the people safe

As one of the first demonstration cities in the "Snow Bright Project," Quzhou in Zhejiang Province is leveraging Alibaba Cloud's ET City Brain to explore innovative urban management solutions. The city has designed a comprehensive "four networks and one brain" architecture, integrating AI-powered global perception systems to enhance public safety and improve residents' sense of security. The city's intelligent video analytics system, powered by machine vision, big data, and artificial intelligence, enables real-time monitoring and regulation. It breaks traditional work models by integrating cross-regional, cross-departmental, and cross-level data, promoting seamless information sharing and collaboration. From simple surveillance to intelligent decision-making, the transformation of Quzhou’s city brain marks a significant leap in smart governance. By deepening video surveillance applications, the city has established a comprehensive video image analysis system that visualizes real-time control over key areas and events, significantly improving the effectiveness of its three-dimensional and intelligent public security framework. A notable feature of the Snow Bright Project in Quzhou is the use of Alibaba Cloud's AI-powered city brain, which greatly enhances the level of intelligent application. Not only does it make big data analysis more powerful, but it also transforms the “eyes” of the project into a “mind” capable of thinking and making decisions. For example, in 2017, when a vehicle theft occurred, police spent six hours manually reviewing footage to locate the suspect. With the city's brain, the same case was solved in just 18 minutes using intelligent technologies like pedestrian recognition, high-dimensional feature retrieval, and multi-dimensional data fusion. This smart approach extends beyond crime prevention. It also supports efficient management of residential communities, where the city brain could eventually replace manual house-to-house inspections. The system can manage hundreds of videos simultaneously, dynamically scheduling them based on location or emergency needs—such as focusing on crowded areas during large events to prevent accidents like stampedes. Behind this intelligent system lies a world-class technology research platform. Alibaba's iDST vision computing team has developed cutting-edge innovations to tackle challenges such as accurate pedestrian and vehicle recognition across different camera angles and lighting conditions. In pedestrian detection, a cascaded network based on target size classification was introduced, enhancing feature extraction capabilities and achieving top rankings in global competitions like KITTI. In pedestrian recognition, the team uses deep learning, super-resolution modules, and attention networks to extract both global and local features, achieving top performance on the Market1501 dataset. Hua Xiansheng, vice president of iDST and IEEE Fellow, emphasized that the city brain serves as a starting point for many technological breakthroughs, with results directly applicable to real-world scenarios. His team has also achieved record-breaking performance in vehicle detection and published influential research at top international conferences. With these advanced technologies, the city brain can analyze video images in real time, perform multi-camera linkage, cross-camera cooperation, and conduct high-precision image searches across billions of images—playing a crucial role in urban traffic management and big data analysis. Quzhou's initiative represents a new national model, demonstrating how artificial intelligence can be used to strengthen grassroots governance and protect people's safety. In November 2017, Alibaba Cloud was selected as the first batch of next-generation AI open innovation platforms, marking a milestone in using AI for urban governance. Wang Jian, chairman of Alibaba Group’s Technical Committee, highlighted that the city brain brings breakthroughs in urban governance, service models, and industrial development. Quzhou’s city brain will help build a social governance infrastructure supported by the Snow Bright Project, aiming to create China’s safest cities and advance the construction of an information-based, three-dimensional public security system.
