Deputy of the National People's Congress, Zhou Qinghe, has called for stronger support for China's independent high-power semiconductor industry, particularly in the development and adoption of IGBT (Insulated Gate Bipolar Transistor) technology. He emphasized the need for government departments to promote the use of domestically produced IGBT products in major infrastructure projects and demonstration applications.
Zhou proposed that in the bidding process for large-scale projects, the localization rate of autonomous IGBT devices in key equipment should be no less than 50%. Additionally, he suggested that government-led demonstration projects should prioritize the use of homegrown IGBT solutions, thereby creating more real-world application opportunities for Chinese manufacturers.
The goal is to accelerate the growth of China’s high-power semiconductor industry by giving domestic brands more visibility and market access. This move could not only boost local revenue but also help build a stronger foundation for future technological innovation.
High-power semiconductors, including IGBTs, are essential components in various sectors such as new energy vehicles, rail transit, smart grids, renewable energy systems, ship propulsion, and heavy industrial machinery. These technologies play a critical role in national economic security and daily life.
Currently, the Chinese high-power semiconductor market is dominated by foreign companies like Infineon, Mitsubishi, and Fujitsu. This situation limits the growth of domestic technology and poses potential risks to the country’s economic and industrial stability.
Zhou Qinghe, who is also the chairman of Zhuzhou Electric Locomotive Co., Ltd., pointed out that Western countries have a well-established and competitive high-power semiconductor industry. In contrast, China is still in an early development phase, with limited market penetration for its own IGBT products.
He noted that many large-scale projects around the world tend to favor foreign IGBT brands, which makes it difficult for domestic alternatives to gain traction. This lack of opportunity hinders the long-term growth of China’s semiconductor sector.
To address this issue, Zhou recommended that the National Development and Reform Commission and other relevant authorities increase their support for indigenous IGBT products in major procurement processes. By setting minimum localization requirements and promoting government-led demonstrations, the industry can gain much-needed exposure and credibility.
According to Zhou, if these measures are implemented, they could generate nearly 10 billion yuan in annual revenue for domestic semiconductor companies and stimulate a 10:1 economic impact for related industries. By 2020, the IGBT market in China was expected to reach around $1.5 billion, with domestic firms capturing about 20% of the market under the right conditions.
